The Kaaba and the Grand Mosque in Makkah

Saudi Arabia · The most resilient demand on earth

Makkah

Around the Grand Mosque, the question is never whether there will be demand. It is whether you can access the right product, on the right terms.

Who it suits

Hospitality-led residences and investment units around the Grand Mosque.

  • Families seeking a Makkah home for Ramadan, Hajj and Umrah
  • Investors in hotel-residence and serviced products managed by operators
  • Pakistani and Gulf groups entering the Masar and Rua Al Haram era of development

Ownership route

A non-Saudi Muslim, resident or overseas, can buy in Makkah only inside the 11 Cabinet-designated zones; outside them there is nothing to buy, whatever a listing says. The real foreign-eligible stock is apartments in the Masar corridor; Jabal Omar and Thakher sell hotel units, not homes, and every Makkah Gate / Sakani villa scheme is Saudi-only. Each zone sets whether the right is ownership or usufruct, so we test it unit by unit.

Indicative, not legal advice. Rules change by regulation; we confirm your case and recommend Saudi or Pakistani counsel before you commit.

What we look at here

  • Hotel residences and serviced units near the Haram
  • Units in the new central Makkah masterplans
  • Hospitality investment structures for groups

Two-minute quick-check

Can you buy in Makkah or Madinah?

Three questions give you an indicative route. Send the result to an advisor and we confirm it against the regulations and the specific property.

Based on the Real Estate Ownership by Non-Saudis Law (Royal Decree M/14, in force January 2026; Executive Regulations and Geographic Zones approved 23 June 2026) and the Premium Residency programme. Indicative only.

Makkah questions

Asked on almost every first call.

01

Is Makkah property open to foreigners?

Open to non-Saudi Muslims inside 11 designated zones, not to all foreign buyers and not outside the zones. Budget about 7% on top of the price (5% transaction tax plus the 2% REGA fee) and route any rental income through a licensed operator. Use the quick-check on this page and we will confirm the rest.

02

What does a hotel-residence actually give me?

Usually a titled unit, a management agreement with an operator, owner-use days and a share of revenue. The quality of the operator and the terms matter more than the view.
